The Scottish Parliament by EMBT and RMJM Ldt. won the RIBA Stirling Prize. Architect Enric Miralles died exactly four years before Queen Elizabeth II dedicated the building in 2004. The location on the end of the traditional Royal Mile stirred controversy. Also, the project went over-budget from 80€ to 635€.

The roof was inspired by upturned boats. The primary materials are precast concrete, metal frame, laminated wood, and 16,000 tons of black concrete. Large swathes of glazing bring rare sunlight deep into the building.
